Reentry after incarceration is governed by systems, not intentions. Every major area of stability — employment, housing, benefits, probation compliance — requires documented proof and recognized status before access is granted.

Motivation does not restore access to systems that require ID, phone verification, email addresses, transportation, and digital literacy. Without these foundations, employment applications fail automatically, benefit enrollments get denied, probation violations stack, and housing remains inaccessible.
